I believe the solution to post quality, spam and manipulation / shill campaigns and surveillance is a custom moderation system with an opt-in ID component. That is users can select what information they are willing to provide while signing a post, it could merely be a thread, board or even site-wide ID with post history, interests, contact, etc attached to it. Users can choose to ignore you based on what you provide or ignore you if you provide nothing.
You could post to "4chan" (by that point deprecated instance), to the network itself or both. This will allow people to create new communities not under centralize control and would permit posting over TOR and I2P. When enough users join there will be no reason to worry about antagonistic moderation, surveillance network monitoring your posts, online political manipulation campaigns and unappealing users who simply want to ruin the thread you are in.
Hashchan creator is right about the direction the internet will eventually go in, however I don't believe it will take the form of haschan or alt-tech site but rather an adblock like ID system that everyone can take part in.
