Is the thread bumping broken?

Every single thread that isn't marked as "Active" is marked as "Resurging". Why does this happen?
I have a few guesses as to why
-
In the rundown thread there isn't any mention of an "Inactive" status for threads which might mean threads are marked as either "Active" or "Resurging".
Or
-
It takes a relatively small amount of views for threads to be bumped up and marked as "Resurging".
Or
-
I am probably just wrong, there is an "Inactive" status for threads, and people are just viewing all of the threads here (probably because this site is still small and only has 7 pages of threads as of writing this)
And lastly just 1 small question:
Are Resurging threads with more views bumped up higher than other Resurging threads with less views?
