Every single thread that isn't marked as "Active" is marked as "Resurging". Why does this happen?

I have a few guesses as to why

1. In the rundown thread there isn't any mention of an "Inactive" status for threads which might mean threads are marked as either "Active" or "Resurging". Or

2. It takes a relatively small amount of views for threads to be bumped up and marked as "Resurging". Or

3. I am probably just wrong, there is an "Inactive" status for threads, and people are just viewing all of the threads here (probably because this site is still small and only has 7 pages of threads as of writing this)

And lastly just 1 small question: Are Resurging threads with more views bumped up higher than other Resurging threads with less views?
