>Zoomers aren’t setting up websites to larp as oldfags, where do you get these ideas from? I get that you’re in your 30s or 40s but being this out of touch is quite remarkable.
That's surprising, given that there are entire communities dedicated to reviving old versions of big corpo websites solely because it was what they used as a kid and not because of anything else. Outside of websites, there are people who are dead set on trying to make the latest Windows version skinwalk as 7 or 95-2K (and it's certainly a sight to see as they don't actually use Win32 to accomplish this 90% of the time).
Take a look at the following links:

You don't see any "old 4chan" mockups every 5 months, do you? I haven't.

^ This melonland site has their own forum which I believe actually takes my original point and overdoses it on crack cocaine. Take a close look:
There's also the Agora Road, which, while they do have an extensive webring, I have to call out their shitty website:

It slows my browser to a crawl. Their site's styling looks as if they're trying to mimick basic HTML table structure, but in reality, it's all Jabbascript.

Yeah, I don't think I'll be falling for that. Ultimately it's just Xenforo with a "retro" theme slapped on top of it, so there's nothing to really bring home about in regards to the site itself. I barely looked around before I clicked off.
Don't forget about the entirety of NeoCities, which can be absolutely chock full of this kind of glittery gif spam, too.
Perhaps you have some alternative opinions on what's going on here, or you've seen things I haven't, but it really seems like these people are trying to take things from decades prior and pervert it into some kind of sludge that will never truly represent what it actually was for the sake of ill-gotten nostalgia.
They're failing miserably at this. Rather than carefully observing, looking at archives, looking at the mountains of legacy Internet information that can easily let you in on how software was developed, communities were built, and so on..
They would rather try their hardest to rip it out of whatever YouTube 'nostalgia compilation' video they saw that day and try to make it accommodate their modern life.. so to speak. You can't just pretend that you're 'nostalgic for the old internetz' when you sit on Discord as your primary online communication vector, paying for Nitro (and subsequently rewarding them for their centralization and privacy violating efforts) and only consume your content through massive conglomerates who will never go back to their olden ways..
And additionally, just to add onto that, why do these people think these large companies even cared about them in the first place? They were bad then and they will be bad now, with plenty of evidence and simple research that someone can find on their own to prove it. However, Zoomers will not know this information in the first place, because they were small children.
They will not care about that information, either, because LARPING matters more than being accurate to the source material, as long as they can be given affirmation from others for it.
They aren't nostalgic for any sense of community or gathering, they're nostalgic for when they were small children looking at shiny web icons. They don't appreciate the technological designs behind it nor do they desire to actually drop modern ones for the ones of old; They can only see the very surface of what they're after.
