You submit a link and a description, comments and warnings (Cloudflared, JavaScript only, bans Tor/Vpn/Proxy, etc, maybe we'll just have custom tags, like a booru). If a link is off-topic to its description when submitted, it can be corrected or removed. Maybe it can have a comments page.
