microsoft has no idea how to implement "special effects"
rather than doing something simple, they try to do something Fancy, and the implementation is a disaster. so it's worse than if they just did something simple.
something as simple as a "window opening" should be either one of two things:
1) the window opens instantly, perfectly drawn, without content shuffling around after the window opens
2) the window fades in or animates in, with everything already perfectly drawn without the content shuffling around once the animation finishes
instead, because Windows now apparently uses REACT or something, it has all of the insane sloppy pitfalls of HTML/CSS "modern" bloat web trash.
thus, you wind up with intolerable, inexcusable, insanity like half baked skeleton loaders, loading spinners, entire windows blinking, flashes of white/black rectangles, content shuffling around, text resizing, text blinking, and worse.
the same no-taste braindead "developers" that implement this junk on the web now make it happen on windows itself, with no higher ups seeing any issue with this.
here was my prediction from a week ago for how the Run dialog was going to look; i suspect something resembling this will happen by the time windows 12 rolls around
