It could automatically split archives into multiple files so super easy to handle big files with bunch of floppies.
zip could no do that at the time but zip was faster and had better compression ratio.
once software distribution moved from floppies to cd's arj died.

I took a look at PKZIP and it does have an option to span over multiple disks, but it requires archiving onto said disks directly, which is more awkward than being able to specify volume size and then copy the resulting pieces to disks separately.
