The criteria for what is considered high-quality is subjective. I'm sure we can reach a consensus on what is low-quality however. Lack of literacy and lack of effort on the part to elaborate on one's argument--if there even is one--is low-effort. The only possible remedy I can imagine would be efforts to increase literacy rates in the Western world, exclude users with low English fluency, i.e., rangebans; and raise the barrier of entry for participation on the Internet, or even setting up and using a computer.
