I suspect cloudflare has been doing this longer. I got a computer from a foreign country, it was sold as something that was broken, there was nothing wrong with it other than the reseller not having it's proprietary psu. It had a fresh install of windows with the oobe at startup. When I got online it immediately bombarded me with heaps of those gay captcha shits to verify I wasn't a robot. Never had that experience before, so I can only assume cloudflare is saving hardware identifiers everytime an unrecognized MAC or TPM is detected in traffic.
