Recycling doesn't work like you think it might in America.

Some contractor gets your recyclables, and if the market price for lets say aluminum has gone down today, he won't recycle all those cans, he'll just trash them. Even assuming he does recycle everything, he makes all the profit, it's not going to anything sustainable, or funding your town.

Despite all this, your town/city will fine you if you put non-recyclable things in your recycling bin. But you can put recycling things in your garbage bin and not get any fees.
The rules for what's recyclable change regularly, so people just stopped fucking caring. It makes more sense to just trash everything.

I still recycle out of habit, but the reality is nothing useful happens with it. Almost nothing actually gets recycled. It's a huge scam where private companies make a shit ton of money refining materials, rather than helping the environment.
